Jhapa District Court traces its origins to an Amini Court operating before B.S. 2004 in Kumarkhod, which later moved to Chandragadhi in B.S. 2011 as an Ilaka Court. The District Court was formally established in B.S. 2021 at the same location where several government offices once shared a single wooden building. A separate court structure was built in B.S. 2028, and the current building was completed in B.S. 2065 after the old one deteriorated. Over the years, the court has seen significant administrative expansion—from a single judge and limited staff at its founding to nine judges and more than 80 employees today.

The court handles a substantial caseload, registering around 4,000 new cases annually and processing a total of 6,000 to 7,000 cases each year, including pending and transferred cases. It also manages over 76,000 historical case files dating back to B.S. 2004. Leadership roles have evolved as well, with the Registrar position gradually upgraded from Nayab Subba to Under-Secretary level.

Under the Constitution of Nepal and the Administration of Justice Act, the District Court exercises wide-ranging judicial authority, including initiating and adjudicating cases, hearing habeas corpus and injunction petitions, and reviewing decisions from quasi-judicial bodies and local judicial committees. Its functions also extend to mediation, execution of judgments, legal aid for the underprivileged, court marriages, guardianship and adoption approvals, power-of-attorney authentication, declarations of death or insolvency, Guthi trustee appointments, and providing free access to various legal forms and services.
